League's objectives, functions and rules for the conduct of meetings.

01. | Name | This League shall be known as the Leamington and District Chess League. |
02. | Objectives | The objectives of the League shall be: - to promote an interest in chess throughout the district; to arrange chess competitions between clubs or teams in membership of the League; to organize individual championships for affiliated League players. (An affiliated League player is a player who is in good standing with a member club of the League and with the English Chess Federation). |
03. | Committee | A Committee consisting of the League’s officers shall control the business of the League. |
04. | Officers | The League's honorary officers shall be the Chairman, Deputy Chair, Secretary, Treasurer, Fixtures Secretary, Registration Officer, Competitions Secretary, ECF Delegate, Grading Officer, Trophies Officer, Webmaster, Congress Director, and any other post that the AGM may approve from time to time as part of its normal business. All officers shall be affiliated League players and shall be elected annually at the AGM. Retiring officers shall be eligible for re-election. If a vacancy occurs mid-season the Committee may co-opt a replacement. |
05. | Membership | Membership shall be open to clubs or teams who accept financial liability for the grading of their players' games and whose application for membership shall be approved by the AGM. It is a condition of playing in any League competition that a team's players agree to their grading information being published on the ECF and League websites. |
06. | Annual General Meeting | The AGM of the League shall be held in the months of May or June, or at such other time as the Committee may decide. Each club secretary shall be given a minimum of one calendar month's written or e-mail notice of the date of the meeting. It shall be open to all affiliated League players. |
07. | Extraordinary General Meeting | An extraordinary general meeting of the League may be convened either by the Committee or at the request of the competent officers of not less than three clubs in membership of the League. |
08. | Alterations to Constitution and Rules of Match Play | The League Constitution and Rules of Match Play apply to all competitions organized by the League and may only be altered at a general meeting of the League. Notice of any proposed alterations must be received by the Secretary before the end of March. |
09. | Accounts | The accounts of the League shall be closed at the end of March and copies of the income and expenditure and balance sheet shall be made available before the commencement of the AGM. |
10. | Independent examiner | An honorary independent examiner, to be appointed at the AGM, shall examine the accounts of the League. The examiner will be required to confirm that the accounts conform to the financial records. |
11. | Fees | The AGM shall decide the team and individual subscriptions and registration fees to be paid in the ensuing season. All such fees shall be paid to the Treasurer before 31st December. The AGM shall also authorise any affiliation fee to be paid to the Warwickshire Chess Association, ECF, or any other appropriate chess organisations to which the League may wish to be affiliated. In addition, Clubs shall be liable for payment of ECF Game Fees if any of its teams field players who are not members of the ECF. |
12. | Voting | At Committee meetings each officer shall have one vote. At general meetings voting shall be limited to one delegate per club team entered in the League in the previous season. In the event of an equal number of votes being cast for and against any motion the Chairman shall have a casting vote. |
13. | Quorum | At all general meetings of the League at least one third of the clubs which are current members of the league shall be represented to form a quorum. At Committee meetings a quorum shall consist of three officers. |
